The following are not available on Twin Cities by Teatime II at the
current time:
 
* Any kiths not listed in the main book, with the obvious exception of
  the selkies.
* Any Houses beyond the main six (Dougal, Gwydion, Liam, Fiona, Eiluned,
  Scathach).  Shadow Court Houses and those Houses included in 'Book of
  Lost Houses' are explicitly not allowed at this time.
* Denizens of the Dreaming, Eastern Fae and home-brewed kiths.
* Arts or Realms not listed in the main Changeling book.  This includes
  net supplements, Arts/Realms published in later books, and home-brewed
  Arts/Realms.  The only current exceptions to this rule are Chronos, 
  Infusion and Dreamcraft, but these Arts will be limited, and are 
  available by application only.
* The Merit 'Fast Learner' is not available for PCs.
  
The following will be limited and available by application only:
 
* Title.  Sidhe PCs will be allowed to take a Title of two without
  discussing their concept with staff; common kiths must discuss any and
  all Title requests with staff.
* Freehold.  Most Freeholds are already on the grid, and guardianship will
  be awarded ICly.  A personal Holding score will be assumed to represent a
  portable Freehold of some sort, and must be applied for.
* Trod.  Please see Freeholds.
* Certain Merits and Flaws will also be application only: please discuss
  your concept with staff before entering chargen.
